High Altitude Platform Resource Management Strategies with improved Connection Admission Control

This paper develops several radio resource management strategies for a broadband multi-beam High Altitude Platform (HAP) architecture. These are based on fixed channel assignment at the HAP and distributed dynamic channel assignment at the user end of the link, allowing the inherent cell overlap to be exploited. It is shown that carrier to interference threshold checks at the HAP end of the link only are sufficient to maintain adequate quality of service for connections in progress, even at high traffic loads with cluster sizes as low as 3. A third threshold check at the user end can provide further improvements.
